be aged 18 or above at the time of submitting the application

be able to support and accommodate themselves during their stay in Hong Kong without relying on public assistance

must not have any criminal convictions or adverse immigration records in Hong Kong or elsewhere

have good written and oral language skills in Chinese or English

have a university degree from a recognised university or tertiary institution In exceptional circumstances, good technical qualifications, demonstrable professional competence and/or experience and achievements supported by documentary evidence may also be considered

Two points systems.
Ø Achievement-based points system (full marks or zero marks)
Applicants who have received awards for outstanding achievement (e.g. Olympic medals, Nobel Prize, national or international awards) or whose work has been recognised by their peers, or who have made a significant contribution to the development of their sector (e.g. lifetime achievement award from the industry)
Ø Combined points system
The maximum score is 245 points and the pass mark is 80 points.
Points will be awarded for age, academic or professional qualifications, language skills, work experience, talent list, family background, etc.

Q: What is the current annual quota for the Quality Migrant Admission Scheme (QMAS)?

A: The annual quota for the Quality Migrant Admission Scheme will be abolished for two years starting from 1 January 2023 to attract more world-class talents to Hong Kong. The Government will closely monitor changes in the social environment and manpower market demand to review the annual quota of the Scheme.

Q: How do you determine whether an applicant meets the eligibility requirements of the relevant professions on the Talent List?

A: In conducting this assessment, the Immigration Department will make reference to the eligibility requirements of the relevant professions on the Talent List. After approval, applicants who meet the requirements and can provide relevant supporting documents will be awarded an additional 30 points under the GPT.
It may also consult the relevant government agencies/professional bodies on whether individual applications meet the eligibility requirements of the relevant professions on the Talent List.
This entry arrangement is not applicable to:
Ø Nationals of Afghanistan, Cuba, Laos, Korea, Nepal and Vietnam.
